It just says that because the US's FDA regulations deems most neon colors unsafe for the eye for some reason. However, if you go to the UK that would not be the case. A little while ago, I went to a MAC store in search of some eyeshadows. When we got there, I asked the sales girl for any extremely bright, crazy eyeshadows.
